Observation of a few work place. It seems like in almost every workplace i go to, only 10% to 20% of the people are really doing work while the rest are looking at ways to push work away.

What are your thoughts? Do you observe similar situation at your work place?

Interesting question is why are these non workers still around and why are companies still paying and retaining them?
