스팀 달러가 어떻게 통화 태환성을 가지나요?

이제 막 스티밋에 가입해서 열심히 공부중인 스린이입니다.
"스팀 달러가 최소 1USD 가치를 보장한다"는 - 통화태환성을 가진다는 글들이 많던데,
스팀 달러가 아무리 값이 떨어져도 1달러 값어치의 스팀으로 convert를 해주니까
스팀 달러 보유자가 일정 비율로 타 통화와 언제든지 교환할 수 있는 일종의 권리(?)를 가진다는 뜻인가요?

이런 경우 "스팀 달러가 아무리 값이 떨어져도 1달러 값어치의 스팀으로 convert"를 해준다는건
예를들어 1 upvote를 받을경우 1스팀을 받는다고 가정, 1스팀=1스팀달러라고 가정할 경우 1스팀달러가 0.5불로 떨어질 경우 1스팀=2스팀달러로 자동변환되도록 스팀이 설계되어있다는 뜻일까요?
