But how to take them into custody? Germany and Japan were both occupied. Even if/when Russia is defeated in Ukraine, it won’t be occupied. Maybe a successor government would hand over the perpetrators, but that’s very speculative. On the other hand, Ukraine’s going to have a long memory. I wouldn’t be surprised if it used special forces or intelligence assets to kill at least some of these people.
