At the current state, additional production of wheat or lumber are devalued because things cost the same scale as production and the tax on conversion being 4x makes increasing production of these less valuable unless you can also increase the others production. The level difference makes production of stone and ore much more valuable in order to get the lower conversion rate. Hopefully there will be more added in the future or a maintenance cost for troops or something that would make things like this more valuable.
