it's so fumny.Some people knew that if thek drive without helmets then police can take legal action.But if they are walking without helmets then policeman can't do anything because there in no rule to take any action waith the man who is walking without helmets.So the people instantly do this process when they arrive near a policeman and escape from punishment.
