What are service scam comments?
This is when an account leaves a comment in reply to another user claiming to have performed a service such as up-voting, flagging, or re-steeming but does not follow through with the action.
Sometimes these accounts are doing this deliberately to garner up-votes for their phony project or imitating one of my favorite furry friends @cheetah. I recently blacklisted two accounts for this.
Other times it is someone trying to start a new initiative and don't have the resources to follow through.
In the end the reason why an account doesn't follow through doesn't matter if they continue to comment. These accounts, in my opinion, are spamming and scamming the community.

In the past 7 days @holl.boll left 1,264 comments and only upvoted 189 posts or comments. 99 of those up-votes were for @holl.boll and 90 were for other Steemains. I didn't do more than a spot check but it looks like they are not up-voting many if any accounts they leave this particular comment on.

I've been thinking recently.. something that came from faceduck originally.. is it rude to comment but not like ? In steemit's case, is it rude to comment but not upvote? YES IT IS ! I also think not enough people upvote great comments ! (not that I'm fishing or anything) but you know when someone says something, meaningful, opens up the discussion, even has the good manners to require paragraphs and uses them.

I will say 99% of the time you are correct when it comes to up-voting posts you comment on. As long as it isn't abuse I think that even if you are just giving advice on formatting or something a small up-vote is in order unless the post/account absolutely has no value. That's why sliders were created!
I like markdown when it isn't excessive and doesn't make the comment longer than the average post. :)

Your comment brings to mind something I want to do with @spaminator. Find a way to run a contest to encourage users to have a conversation. I just haven't figured out how yet. Or maybe I have...
I'm thinking I could create a post once a week with a topic for minnows, tadpoles really, to discuss the topic in comments - even if it leads to an off topic discussion. I also want to encourage them to use any language.
At the end of the week, after post payout, pick some of the comments that are the best conversation starters - provided the account hasn't comment spammed in the last 30 days - and provide them a small reward based on the payout of the post. I hope that we can get the participants to up-vote each other as well to encourage more conversation!
